Isn't Mashhad the city that had the big anti-American rally last year? The largest since the revolution? Mashhad has some kind of spiritual pull for Ahmadinejad ... is it the home of the Mahdi or something?

No, but it is where Ahmadinejad saved a whole lotta money on his camel insurance with GEICO.

Seriously now, Mashhad is supposed to be the "holiest" city in Iran, earning the saying (origin unknown):

"...the rich go to Mecca but the poor journey to Mashhad"

I would be quite surprised if Ahmadinejad was going to merely announce an improvement in utility services for the average Iranian family.
