You wait, mark my words, they will NOT be required to pay these fees. There will be some fine print buried on page 364, saying how they "must pay", OR, "must make statement of affirmation of financial hardhip" -- at which point, they will have to "promise to perform community service in amounts commensurate".
Note the weasel-words? No requirement to PROVE hardship -- just claim it. And likewise, no requirement to actually perform "community service" -- just a "promise" to do so. And, NO enforcement, and no penalties.
