Saddam made everyone document everything. So if something went wrong, he could have them executed due to their own record keeping.

Usually tryanical regimes documents everyhting because:

1. They think that they remain forever in power so no concern about being caught.

2. Everyone wants to keep everyhting in writing so they can protect their necks.

The only time when they do not document is that when they are ordered not to do it by Saddam opr the top leadership.

Nazi Germany recorded almost everything including the killing of millions of Jews and other civilians in concentration camps.
