Does anyone know what is meant by the Third Directory and the Fourth Directory? I presume this has something to do with the Iraq intelligence service, but are the specific duties attached to each?

That is correct. The Saddam Iraqi intelligence had different directories and each has certain functions and responsibilities. I will try to find out if there is a list somewhere stating the functions of each directory or directorate.
