In the context of these documents does it appear that they are removing information off of computers to hide that they still have an active program?
The way I read this, it could be interpreted that they are removing this WMD information from computer to comply with the UN requirements.

Now if they complied, why wouldn't they just erase/destroy the disks?

Not at all. They are removing from computers to hide any information the inspectors can find regarding the WMD. In fact the page 115 translation is the order to remove such information and hide it from the UN inspectors.

End of the translation
That is very clear that they were erasing any information about the WMD that the United Nations inspection teams were looking for, i.e. they were hiding the information from the UN inspection teams.
