Well, he didn't say Okinawa, but he did think they should be "elsewhere in the region." I guess he thinks Kuwait will let them all sit there indefinitely.

It doesn't really matter about what he is saying at any time. I just realized that the guy says what sounds good in the immediate present. He doesn't even realize he is contradicting something he said 5 minutes before. He just talkes to hear the sound of his voice.
