There are many hundreds of millions of people in the world who lack "essential health care, education for their children, and more." Does "basic decency," in Krugman's opinion, require that we provide for them, too? Presumably not...

Oh, yes it does. Krugman is a firm believer that the US should be responsible for feeding, clothing, and sheltering everyone in the world.

Strawman alert - no one has ever said the U.S. has to feed, clothe, and shelter 3 billion people - I believe the current debate is about 20 million max.
