No, the Founders were exceedingly pro-immigration. The Brits, on the other hand, had sought to limit it.

Jefferson, et al, even proposed that Catholics be allowed to immigrate.

I will stand by my post, my family were Federalists, to be a Jeffersonian was not a term that a gentleman would be comfortable with, after all he stabbed Washington in the back and had all of these French Ideas.
