Nobody will touch that because it is worthless misinfo taken out of context. She doesn't attach a time interval to the data and all crime stats have to have a time interval to be useful. The nature of these type of warrents is that they are un-resolved crimes, and as such, have accrued over time.
Also, you need to put these numbers in the context of the size of the jurisdiction. The LAPD and LA County Sheriffs Dept are roughly equal in size. I don't have the numbers on LAPD but LA County is processing 170,000 inmates per year so if you combine the two the total number would likely be between 3 and 400,000. Taken in that context, McDonalds numbers are not that extreme.
OTOH, a good reliable statistic is that in LA County Jail, of the 170,000 being handled each year for all crimes, about 25% are illegal. In Orange county it is 15%.
