I didn't "dismiss' anything - I asked 2 simple questions - Carter's amnesty to draft dodgers WAS "blanket" and all you had to do for the desertion amnesty was fill out some paperwork. President Carter was not inviting members of the Armed Forces at that time to desert their posts, or giving a retroactive stamp of approval to illegal behavior.
