I homed in on Ishafan and would know he was talking about Iran, IIRC, that was the city where Iran made their own licensed versions of the Huey helicopter when the Shah was still in power.
Errata: Actually the Isfahan helicopter (a modified Huey) was made by Bell in the Early 1970's for Iran, but still, that name would have clued me in that this time traveller was talking about Iran.
