Yeah I read it as the US is destroyed, but not defeated. Damaged, I'd think, but not quite out of the picture. And with the Middle East the scene of the real devestation, following the Israeli/Islumist nuclear exchange, resulting in the survivors takeover and occupation of Europe [thus EurAbia] via their accomplices and foothold in the Balkans.
