I can see why some companies need bilingual employees.

Could be used as a basis to limit employment to h=Hispanics only.

It could. Any law can be used badly. But any business that has Hispanics as a customer base should be able to hire bilingual speakers. Once the government has its hand in saying who employers can hire, where does it stop?
