It is called a "Wing in Ground Effect" vehicle. The Soviets played with them quite a big, even producing some very large aircraft.
They are quite efficient, and can carry a goodly payload, but are really too new to make many claims as to their utility on the battlefield.

Piston engine with a manifold? Undetectable? Why of course, I should have known. Maybe after they read this they'll increase production? It will be very difficult to defeat this system. For sure this will require more than star war technology.

Uhm. Yep. Very "stealthy". Looks like an ultralight kit plane from the back of a magazine. How fast? Mach I? As in '69 Mustang Mach I speeds? No doubt it will put the F-22 to shame. ;)

That's what I thought too. The biggest problem with ground-effect is that it only works near the ground (har har). The effective flying height is a function of the size of the wings (probably including a lift body). This one looks like it would have to fly close to the water -- vulnerable to any large waves.
