Unregistered businesses are a drag on the system and run the gamut of types from construction to drugs and pimping. Those businesses are very difficult to root out.
The IRS doesn't shrink from the task.

The illegal aliens are from a system of unregistered businesses, bribery, and unrecorded property. It comes natural to them and is mystifying to others.
