If Mexico were to become a state, yes... If we were to annex them like Puerto Rico, Guam and the Virgin Islands then no... They do not have voting rights nor are they in our welfare system.

If we were to annex them like Puerto Rico, Guam and the Virgin Islands then no... They do not have voting rights nor are they in our welfare system. Puerto Ricans have full rights of citizenship including the right to travel to any State in the USA where they CAN get benefits.
And are you sure they are not collecting welfare in PR? I'd be really surprised.
