The issue is security. The House bill is focused on the security concern that illegal immigration causes this company. Talking about amnesty is a whole nother can of worms.

Because even the so-called "anti-illegal alien" Democrats will still always vote straight Dem. Witness the so-called "Christian" Black vote...it always goes Dem by a huge margin even though the Black community is disproportionately affected by abortion. At least with Hispanics, the GOP has a shot.
