The big question is, why would a Republican Senator get behind it?
The answer is that they work for someone besides the voters. They march to the drumbeat of the CFR. We are in full scale implementation of the "North American Community"
The CFR document, called "Building a North American Community," asserts that George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin "committed their governments" to this goal when they met at Bush's ranch and at Waco, Texas on March 23, 2005. The three adopted the "Security and Prosperity Partnership of North America" and assigned "working groups" to fill in the details.

We should identify the Senators who are responsible. Vote against them in the primaries. If they are demos cross over and vote against them in the Demo primaries.
We cannot go on re-electing them and expect something different than we have been getting.

But I think there are plenty of pro-amnesty Republicans who favor importing mass quantities of immigrants just because it means lots of cheap labor. I'm not sure all of them would favor the Morth American Community but I bet some would.
The US Chamber of Commerce and other business lobbies have a lot of Republican Senators in their hip pockets. The Senators say what the business interests want them to say and support what the business interests want them to support. They are just bought and paid for sock puppets.
