The two things that set off my buzzer on TWA 800 were the fact that the panel set up to make recommendations included a woman who's husband was killed in the Lockerby bombing, and the fact that half the panel's recommendations were about increasing security from terrorism. The thing that sent me to the "this is a cover up" mode was that after the investigation, the panel released a statement saying the explosion was caused by a spark in the fuel tank, but made no recommendations on preventing a future occurrence.

It seems I read that the wires to the fuel pump are outside the tank which means no explosion from fuel.
