I bought a condo several years ago. It housed a married couple and their daughter. Within two years, it housed 8 people - 5 adults and three kids in a two bedroom condo - approximately 1200 sq. ft.
They were putting up walls in the dining room and living room to make more bedrooms. I spoke to people in Zoning, Building Permits, I contacted the HOA and was repeatedly told there was nothing I could do - except move.

OK, probably I missed something but:

• You bought the condo and rented it to them?
• You bought the condo and they moved in with you?
• You bought the condo and they moved into a neighboring condo?
• ??

I lived there. They moved into another unit.
Same size as mine - I was one person - they were 8 persons.
