May I respectfully suggest you may be confusing this with footage of revelling by a small number of people in certain Arab countries?

The reason I dare suggest this is that I truly follow news in both the US and Mexico very keenly and very closely, and you can bet something like this would have called my attention. Plus, an internet search for this didn't turn any hits. I sincerely think you are confusing something here.
