Apparently...there already is a fence?
There's a fence there yes but it doesn't look like that everywhere. In some places it's barely some wire and poles. There's something like 3 miles of this fence that isn't complete. It's been held up by environmental regulations and gives access to what is commonly called "smugglers gulch."
