Immigration Debate
The Oregonian ^ | April 2, 2006 | Lars larson

C onsider the oxymoron. Hundreds of thousands of law-breaking aliens march in America's streets demanding that their right to live and work in the U.S. illegally be respected.

Fearful of backlash at the polls from millions of aliens who, in theory, have no right to vote, the U.S. Congress is preparing to reward those who have broken our laws with the most precious treasure on Earth -- the opportunity to become United States citizens.

The politically correct call these people immigrants, but what kind of immigrant enters illegally, works illegally, identifies himself illegally and sends every extra dime he makes back to his former home?

The $15 billion to $20 billion sent back to Mexico every year by illegals puts the lie to the idea that these so-called immigrants consider this their home. We are a fat cash cow illegals will milk until the cow goes dry.

The lie that aliens only do jobs Americans refuse seems plain when you see they are driving trucks, building houses and waiting tables -- jobs Americans do. A pool of illegal alien labor slashes the wages of real Americans by 8 percent or more.

Estimates are that as many as 6 percent of Oregon's drivers won't qualify for licenses under a stricter federal act because they're not legally here. In a document written in December of last year, listing arguments for and against the act, Lorna Youngs, head of Oregon's DMV, explains:

"Undocumented immigrants are critical to the state workforce. Without proper identification, these people will find it harder to prove identity in banks and retail establishments and qualify for Oregon jobs."

Ask real Americans (citizens and legal aliens) if the federal government lets them break laws to "improve their economic circumstances." Ask the guy who holds a commercial drivers license. Ask the broker who trades stocks. Ask the Klamath Falls farmer or the fisherman on Oregon's coast how many federal laws they are allowed to break just to keep their jobs -- and not multiply their wages tenfold as the average illegal does.

The thousands of children from families of illegals who crowd school classrooms puts a lie to the claim that illegal workers contribute more than they consume. Tell me how many pay the $10,000 in taxes that a single child costs to educate for a year in Oregon schools.

This breeds disrespect for the laws real Americans are told they must obey. The Oregonian who lets government dictate how he can use his own property, cut his own trees, fish and hunt on so-called public property and how fast he can drive his car on streets he paid for must feel like a fool when he sees the foreigner who takes his job, illegally, then marches in his streets and demand the same rights he enjoys.

Time grows short because last week's protesters warned us they consider that much of America's Southwest belongs to Mexico, and they made it clear they have plans to take it back.

A solution exists. Check the Social Security numbers of everyone licensed to drive, to vote, to do business in Oregon against the federal database. Tell employers any wages paid to a worker whose name doesn't match his SSN can't be deducted as business expenses on Oregon taxes.

Insist that banks stop recognizing the matricula consular cards (given out by the governments of Mexico and other Latin American countries) to open accounts and cash checks.

Dry up the cow, and they'll go home on their own.

Lars is right on all points.

Lars does not know that the IRS issues ITIN's so that aliens, legal or illegal, pay federal income tax, and Social Security tax. These 11 million plus people do not all have fake and duplicate SSN's. And he does not know that not all people get paid on W-2's.

Well Luis Gonzalez put up something, that only 10% of illegals have kids in school, while not claiming billion in social security benefits. That may be true or not, I don't know, but at least he put up some links on the matter, for discussion. That is a value added act. I really don't think illegal immigration is much of a fiscal matter overall, myself, and the focus on that is a red herring. Indeed, if it were a fiscal matter as the trump card, the case against stopping the "flood" might be thin indeed.

Assertions without hard data is frankly a lazy man's exercise, for the lazy pundit, who pounds at the keyboard without breaking a sweat. That seems to be job one for so many of the breed - generating a lot of sound and fury signifying nothing. Whatever they do, it is not a value added act. It is more of a circus act.

It is not a crime to pay people with cash. It is a crime to fail to declare the income, and file a tax return. Ever hear of a 1099? No federal withholding, no FICA or medicare withholding. And it is legal. The burden is on the worker to file, not the employer. The "employer" (whoever is paying another person for labor) only needs an ITIN or SSN, and will declare those wages paid to the IRS and any state or local tax agency. It is not required to provide workmans comp, or offer to provide welfare benefits when paying a person on a 1099. Think of it this way- if you were running a business and had to employ labor, you would want to be certain that you could deduct the greatest amount of payroll. This whole thing is congress posturing for labor unions (who have been silent about this) and business. Look how well things have worked out for GM, Ford, Plymouth, and AMC. Yet our economy is undergoing solid expansion, and creating more jobs. Tax revenues are up, even with the tax cut (actually because of it). Congress is simply looking at a way to spend some of this revenue, as well as the SSA revenue in excess of $50 Billion that came from ITIN's and unassigned/incomplete account numbers. Congress is NOT looking out for you, me, or the illegals. It is what is in it for them.

Tell you what:

You try to pay your employees who are not on a contract basis with a 1099 rather than W-2s and FICA and Medicare withholding and the IRS would have your company in court before you could say 1040.

The IRS won't even allow legitimate contract workers or consultants to get paid without withholding via a 1099 unless they meet a whole list of conditions.

You and I know this. Meanwhile, construction and agriculture firms do this legally every day. You can be certain that Uncle Sam would move very quickly on this if there were no taxes getting paid, and income or payroll was not being declared. That was the whole reason that the TIN program was put in place. It "legalized" a way to pay federal taxes, and have the IRS collect taxes to forward to the SSA. The whole "guest worker" program is simply a ruse to change quotas in favor of Mexico. We already have a temporary worker program, and NAFTA visas. Our economy is humming along. The proposed changes are an insult to all people who have followed the legal process to come here for citizenship or temporary work. That is the big rub for most Americans. Changing the rules, or laws, simply because a large number of people broke the law to jump to the front of the line. This is counter to our sense of fairness.

Hey there.

About fiscal discussion on illegal aliens.

It's rather easy to discuss the numbers that these aliens "cost" us, but no one seems to ever mention what these illegal aliens bring to the table in the way of reduced costs; and I don't for one second buy the "they take jobs from Americans" garbage either, we have been bringing in labor from all sorts of places for as long as this country has been around to do these jobs; Blacks, Chinese, Mexicans, Guatemalans...these jobs were never truly American jobs.

As far as the billions in unclaimed Social Security payments...they're there, and the fact that all experts in the field attribute the Lion's share of the monies to illegal aliens paying in, is based on the fact that the Earnings Suspense Account began to grow as the illegal alien problem began to grow.

One last thing...I was watching FOX News a few days ago, and one of the pundits was making the argument about how the McCain/Kennedy bill rewarded illegal behavior, and how that was wrong.

I don;t recall exactly who said it, but the time slot was smack dab in between the Ollie North and G. Gordon Liddy shows.

The numbers have been posted in this forum often enough. Not looking at them is the truly lazy mans excercise. There is enough corruption involved in this that the real costs to our country won't be counted up for years to come. From immigration lawyers to chamber of commerce officials to drug traffickers to govt. officials--everyone seems to be making millions. http://www.freerepublic.com/focus/f-news/1597063/posts

Interesting numbers, but it fails to take into account the lower prices due to illegals. Assuming the numbers are true, and assuming 15 million illegals, with a government fiscal loss of 2K per head, that is 30 billion nationally per year, which is not a large number these days. That is about 1% or less of total government spending.

"It must be remembered that, for the most part, illegal households using programs like free school lunch or Medicaid are receiving these benefits on behalf of U.S.-born children, who under current law are awarded citizenship at birth."

Where do the monies to pay for these programs come from?

Taxes.

Can the fact that you are in this country illegally absolve you from paying taxes?

How do you NOT pay sales tax on everything you consume?

How do you NOT pay real state tax in a home you don't own, but rent?

The owner surely is paying his taxes with your rent.

How do you NOT pay taxes on the gas you purchase for your vehicle?

Here's an interesting tidbit from your link that contradicts the quote above (from the same link):

The lower half of Table 2 reports the estimated costs illegals impose on public coffers. The table shows that, in general, illegal households use much less in almost every type of service. In the case of Social Security and Medicare, illegal households use about one-twentieth as much as other households. And they account for less than two-tenths of 1 percent of the total cost of these very large programs. Moreover, it is also clear that illegals pay substantially more in Social Security and Medicare than they use, creating a net benefit for these two programs of over $1,800 a year per illegal alien household. This calculation actually understates the benefit illegals create for the trust funds of these two programs because Table 2 includes costs for Medicare part B, which is paid for by general funds. If only Medicare part A (the part of Medicare covered by the trust fund) and Social Security are considered, illegal households create a net benefit well in excess of $7 billion dollars a year for the trust funds of these two programs.

Le's quote the NY Times on the present size of the Social Security Administration's Earnings Suspense Fund:

It is impossible to know exactly how many illegal immigrant workers pay taxes. But according to specialists, most of them do. Since 1986, when the Immigration Reform and Control Act set penalties for employers who knowingly hire illegal immigrants, most such workers have been forced to buy fake ID's to get a job.

Currently available for about $150 on street corners in just about any immigrant neighborhood in California, a typical fake ID package includes a green card and a Social Security card. It provides cover for employers, who, if asked, can plausibly assert that they believe all their workers are legal. It also means that workers must be paid by the book - with payroll tax deductions.

IRCA, as the immigration act is known, did little to deter employers from hiring illegal immigrants or to discourage them from working. But for Social Security's finances, it was a great piece of legislation.

Starting in the late 1980's, the Social Security Administration received a flood of W-2 earnings reports with incorrect - sometimes simply fictitious - Social Security numbers. It stashed them in what it calls the "earnings suspense file" in the hope that someday it would figure out whom they belonged to.

The file has been mushrooming ever since: $189 billion worth of wages ended up recorded in the suspense file over the 1990's, two and a half times the amount of the 1980's.

In the current decade, the file is growing, on average, by more than $50 billion a year, generating $6 billion to $7 billion in Social Security tax revenue and about $1.5 billion in Medicare taxes.

In 2002 alone, the last year with figures released by the Social Security Administration, nine million W-2's with incorrect Social Security numbers landed in the suspense file, accounting for $56 billion in earnings, or about 1.5 percent of total reported wages.

Wow!

The CIS and the NYT arrive at the exact same $7 billion dollar per year figure!

Le's go back to the original notion put out by the CIS:

"It must be remembered that, for the most part, illegal households using programs like free school lunch or Medicaid are receiving these benefits on behalf of U.S.-born children, who under current law are awarded citizenship at birth."

~~~~snip~~~~
"Moreover, it is also clear that illegals pay substantially more in Social Security and Medicare than they use, creating a net benefit for these two programs of over $1,800 a year per illegal alien household."
A NET BENEFIT of over $1,800 a year per illegal alien household.
The illegal alien households are supplying these services with a NET BENEFIT cash flow that's being used BY native-born American citizens.
We need to get serious in this country, and face the immigration issue with more common sense, and less emotion.
We have a people deficit, and it's growing.
The Ponzi scheme known as Social Security is being brought to a screeching halt by the massive, and increasing retirement of the baby boomer generation; the worker to retiree ratio is rapidly diminishing.
Here's The Cato Institute on the subject:
The current worker-to-retiree demographics in the United States spell trouble for Social Security and its ability to keep up with its promised benefits. People are having smaller families resulting in fewer new workers paying taxes into Social Security. And seniors are living longer and collecting benefits for many more years. Add to this the fact that the Baby Boom generation is about to retire and you end up with far, far fewer workers than retirees than when Social Security started.
In 1950, there were 16 workers paying taxes into the system for every retiree who was taking benefits out of it. Today, there are a little more than three. By the time the baby boomers retire, there will be just two workers who will have to pay all the taxes to support every one retiree.
Fewer workers for more retirees mean each worker bears an increasing financial burden to pay the benefits that Social Security has promised. The original Social Security tax was just 2 percent on the first $3,000 that a worker earned, a maximum tax of $60 per year. By 1960, payroll taxes had risen to 6 percent. Today's workers pay a payroll tax of 12.4 percent.
How do we fix it?
Well, considering the fact that as a nation we consider the murder of over a million unborn Americans yearly to be a Constitutionally protected right, and understanding the fact that our current population will not be able to keep the SS system afloat for the increasing number of longer-living senior citizens, repopulation from outside sources is the answer.
The problem with that is that the American people will NEVER accept the actual numbers of NEW legal immigrants needed to maintain the nation running in the face of the dual issues of the continuing genocide of our unborn, and the aging of our people.
How many new immigrants?
From the Population Reference Bureau's "Report on Government Spending":
To maintain the 2000 ratio between the working-age population (people between the ages of 20 and 64) and the older population (people ages 65 and older), the United States would need roughly 95 million more working-age persons in 2025, in addition to those already expected at current levels of immigration. In other words, if the entire working-age population of Mexico were to move to the United States in 2025, there still would not be enough people to restore the old-age dependency ratio of 2000.
We have some rather hard choices to make as a nation.
Here's the deal. Well to do Anglo geezers sell off their assets to the Chinese and Indians, who produce the goods. That works for another generation and a half. After that, there is no escape out of the box. Everybody will be old, relatively speaking, in societies that produce anything, The good news is by then, I will be dead. I don't know how you flipped -2k to plus 2K. I saw the chart. But the numbers involved as I said, vis a vis the larger issue, are rounding error. The choice is how brown Americans will tolerate the fruited plain becoming, rates of assimilation, and size of population. Trust me, the LA basin has too many folks. The quality of life is down. It is very tough to get from here to there. Air quality is going down again. Losing about 3 million folks there would not be all bad.
