In past articles I've read that personal gardens are often destroyed as being illegally grown.

At least in New England the early settlers didn't have a despotic govt actively working against them - destroying their homes, driving up inflation so that their money was increasingly worthless, willfully destroying the agriculture industry, basically robbing every resource available to them.
