When Bush talks about this it is:
1 Border Security
2 Background Check
3 A guest worker provision that requires a fine, strict adherence to rules about holding a job, and paying taxes. Violate any item and you're out.
A lot of folks on FR complain about Bush's last priority, but compare and contrast the priorities and details. The GOP's leader remains far to the right of Democrats.
Find GOP candidates in vulnerable House districts and help them as much as you can.

Here's what Kerry really means:
1. Guest workers - More immigrants
2. Path to Citizenship - Make sure those waving Mexican flags get registered to vote Democratic ASAP.
3. Re-unites families - Make sure that we bring the extended families of all illegals here to vote too. Especially if they can be persuaded to settle in Red states.
4. Border Security - Unionize the border patrol to make sure its as ineffective and corruption ridden as possible. Yeah, hire a few more guys to featherbed the operation. This will allow the union bosses to maximize contributions to the Democratic party.
The only issue that I have is that despite a different order, the overall plan is the same. Everyone agrees that the system needs fixing. The only real difference is *who* reshuffles the deck furniture, and when. This indicates that conservative politicians are not performing well at putting out a unified message, with something to differentiate from the Rat plan.
Well, there you have it: their definition of bipartisan is when their side wins!
