Listen to the top left video with Kerry Sutton; she comes on about 3 minutes into the report:

She plainly says that the local regulations calls for him to give it to her.

I don't have audio (and don't know who Kerry Sutton is), but a prosecutor does not have to reveal the contents of an on open investigatory file.

This really doesn't help the prosecutor much though, because eventually he has to put up or shut up.
