I think the problem can be solved but it would take a lot of changes, they need to come in a package and part of the package should include at least the following

Seal every Border that we have, this can be done with many devices not "just" a fence or increased patrol. The Military has many ways to secure perimeters. The Border crossings (Laredo for example) need more attention than what they currently get

14th Amendment should be amended to read that at least one parent be a US Citizen before a child born in the US is granted Citizenship

Let kids go back to work picking berries beans etc like it was when I was a kid

Welfare, Food stamps and every other Govt handout to be strictly for US Citizens, no exceptions those that are in need of these things that are not US Citizens can be provided transportation to the closest Consulate of the Country of their origin and let them deal with it, at the same time require the same Consulate to repatriate their Citizens

Accountability, Lawmakers need to be held Accountable, no longer should they be able to back door deals for Constituents.

FairTax which would automatically exclude prebates to non-citizens and yet still Tax everyone equally

Without a wide ranging "package" of disincentives it will be like leaving the nails on the ground to re-roof your house and climbing up and down the ladder one nail at a time, eventually you can finish the roof but it sure is a stupid way to do it.

But the very first thing should be to Seal all Borders to stop the bleeding.

I am still nervous about putting the load of verifying Citizenship on the back of Employers, it amounts to profiling and discrimination by the Employer and there are already too many ways to get sued, (If I were to hire someone as a permanent Employee of course that type of vetting would take place) Large Companies have Full-time Lawyers us smaller guys can't usually support that kind of expense, I am not in the Law Enforcement business and Government Regulations already add 30% to the cost of everything simply because of lost time, extra paperwork, days of waiting for permission to proceed super stupid procedures and a "one size fits all" mentality.
