CA: UC president's assistant got exceptional relocation deal

The University of California gave President Robert Dynes' office assistant a relocation and moving package usually reserved for top executives and faculty, according to a newspaper report.

Eileen O'Callahan, who manages Dynes' schedule and correspondence among other duties, received a $520,000 low-interest housing loan and a 25-percent pay raise to $106,250 a year when she agreed to follow Dynes from the chancellor's office at UC San Diego, the San Francisco Chronicle said.

The compensation package approved roughly three years ago also included a $26,563 relocation allowance that came on top of O'Callahan's reimbursed moving expenses, according to documents obtained by the newspaper.

Office workers in the university system typically aren't eligible for such perks, but UC General Counsel James Holst authorized an exception for O'Callahan when Dynes was promoted to the presidency, which entailed moving to Oakland.

UC Regent Joanne Kozberg, co-chairwoman of a task force reviewing university compensation policies, said that granting relocation allowances to people who don't qualify "is a serious issue."

"You have policies that should be lived by. That is why you have policies," Kozberg said.

Dynes defended the packages in a letter to the Board of Regents this week, saying it was important for him to have trusted members of his inner circle with him in his new role.

"When I became president, I believed their continued service would be beneficial to my success at the systemwide level," Dynes said

O'Callahan was not the only Dynes' aide to benefit. His associate president, Linda Williams, who serves as his primary administrative and policy adviser, received a $44,467 relocation allowance, apparently in violation of university policy. This was in addition to reimbursing her for up to $12,000 of actual costs for the move from San Diego. Schwartz said then-Senior Vice President Joseph Mullinix approved the payment. In 2003, when Williams started her job in Oakland, her base salary was $177,870.
