While the race and description of the child are important in the search for her parents or whoever abandoned her, they are NOT important in the assessment of the blame.
Your assumptions that because she was abandoned she must be black were racist and ignorant. True, you could perhaps deduce that from the "beads in her hair" statement, but you took it much further.
