That is absolutely correct. However, it is fairly well-known that the Iranians are working hard on a re-entry vehicle that was originally (and unsuccessfully) intended for the Shahab-4, which proved to have neither the range or the lifting capacity for an ICBM. There were third-stage stability issues IIRC. I would not expect a MIRV to be ready for testing for a couple of years yet and this one wasn't that if the story is correct.
We're safe enough in North America for quite awhile but Europe is emphatically not.
