According to Mark Levin, who was in the Reagan administration - he says Reagan only agreed to that because he thought the basic enforcement policies of the Simpson bill would be pursued going forward. they weren't, and the same risk exists this time - a bill passes, it includes both a guest worker plan and some new enforcement objectives - we get the guest workers, and nothing else is enforced.

He figured that the Chief executive lawman in the country would enforce the law and businesses would be held liable and fined for hiring illegals. It was the cornerstone of his legislation.

As wonderful as RR was, he approved a bill legalizing abortion in California and approved the amnesty for illegals.
