I don't have any hard evidence, but I've read and heard that the generic sterile yuppie suburban chains like Ruby Tuesday, Applebees, TGIF, and so on are partially to blame for this because they want to drive the 'mom and pop' bars and restaurants out of business. Lobbying bucks.

It makes sense to me since I see what small garages have to go thru to compete with the large dealerships and chain outfits in the automotive industry. Can you say EPA, OSHA? Lobbying bucks.

Regulate them out of business.

Pick an industry, you'll see the same thing if you research it long and hard enough.
