It's not a zero-sum proposition. There is no lack of resources to help bring wanted children into the world. No one is forcing anyone to get pregnant either. (rape excepted. but that is rare to the fraction of one percent. there are something like 3-4 pregnancies due to rape per year.)
Using your logic; prosecuting murderers is wasting resources that could be used to send non-murderers to college. Either way it's a recommendation for socialist government.
