Good post.

There would be fines for both the illegals and the employers who fail to initiate the guest worker application process.

Your proposal sounds good as long as those fines really hurt, and as long as they increase substantially for multiple violations. And jail needs to be in the equation, too, for multiple violations. Like you said - - "teeth".

Enforce the law and send all illegals back NOW. Guard the borders. Round them up at rallies. That's the best place to start.

One more thing:

First of all, all illegals currently in the country would have to sign a written document stating that they had broken the laws of the United States by entering the country

IOW, an admission of guilt. Will that result in:

- A criminal record?

- If not, then will they be able to eventually:

- Be employed as police? (no record, right?)

- Own firearms?

- Work as TSA screeners?

- Hold positions of trust within the government?

- Obtain a DOD or other agency security clearance?

- Get access to an airport SIDA within the 7 year period of investigation?

Get the drift? When you acquiesce to something like this, you not only cheapen citizenship in the United States, you open a whole host of serious questions for the future.

Your proposal is simplistic and weak. Amnesty is amnesty, and the last people who should get it are foreigners who have never done anything but show contempt for the laws of a free people.

Ha! Ha! Ha! We deport them, they come back maybe 3 or 4 times - some to commit the crimes Americans won't commit.

Ha! Ha! Ha! They'll wait forever. According to posts made here at FR, some have waited up to 10 years.

I appreciate your trying to come up with a workable solution, but it is hard when the definition of "illegal alien" means "illegal, law-breaker, commiting a crime."

Maybe they could be deported and their employers fined. Maybe all welfare benefits including child education and health care could be suspended immediately. Maybe when they went to school to register or to the hospital to check in they could be arrested. Maybe we could build a fence. Maybe we could move our troops along the border.

Then when these illegals get back home, they could apply to immigrate like everyone else. Why do THEY decide who becomes a citizen, and not US?

The current laws have teeth but the feds refuse to honor and enforce those laws. What's make us think new laws will be enforced? This is just to get us all to shut up and stop fighting back.

How about this: No guest worker under this amnesty can ever become a citizen. This means they can never sponsor relatives to immigrate, could never vote nor get welfare. They cannot bring wives and family here. Put the Mexicans/Central Americans to the test. They say they want to make money here, then return back to home, wife and children. Then return and make some more money. Well, put them to the test

I'm positive they would flunk it.
Generally the only guest worker program I would go for would be for agricultural workers

The Kyl/Cornyn bill is the only one that is remotely acceptable. They can apply for guest worker status from their home country. If they already have a job here, fine, it shouldn't take more than a few days to clear the paperwork and come back. If they don't have a job, they can't come back. Plain and simple.

They should also be required to learn english and all ballots now printed in multiple languages should be stopped. Ballots should only be printed in english.

And no wiggle room for loopholes this time.

And penalties. Mandatory penalties and expedited deportation for violators!

It still does not answer the question: what happens when the guest workers don't leave? Nothing - that's what. Just like nothing happens when they invade our borders. Nothing happens when they break our laws and politicians are always afraid to enforce our laws due to race baiting. A guest worker program full of people who won't leave is what Europe is dealing with now.
