All actors in the commercial are Chinese. However, the video footage of mass rally in Pyongyang is apparently genuine. According to N. Korean defectors, it is the footage of celebration for 45th anniversary of ruling party's founding in N. Korea.
I have not been able to find out which country this was aired, except that it must be some European country.

Looks like the subtitles are in Dutch or German or a Scandanavian language -- I can't read them clearly on my Win Media Player...
