I doubt that, but if that's the case, then Congress can always loosen immigration requirements afterwards. There's no need to make border security contingent on a guest-worker program or on any other immigration "reform". Since we've never made more than a token effort at securing the borders, it's time to give that a chance first. It worked pretty well for the Israelis.
