Bush made this statement when he was announcing his opposition to measures to crack down on illegal immigration during the 2000 primaries. At about the same time he took to campaigning for President in Spanish. The message from Bush to illegals from day one has been, "Come on up. I'm not going to do anything to stop you, and I'm going to do all I can to change the law to make it easier for you. I'm even going to speak to you in your own language."

The point is that it is just another warm and fuzzy line meant to make people feel better about illegal immigration. Nobody would say that family values don't exist south of the border.
