No matter what kind of legislation is passed, I fear that when it comes time to implement it, the lawmakers will become squishy and we will be back to square one. At some point it won't matter because we will be outnumbered.

Exactly, that's why local are already taking over(with the two week immigrations course) sensing a lack of commitment at the Fed. level.
