My mom just returned from a cruise down to the Mexican Riviera. As soon as they left San Diego they realized that people, crew and passengers were getting sick. The sick were quarantined in their cabins. One group got tired of being shut in and went up on deck. They were told to return to their cabins and they loudly refused. (My mom overhead the argument). Anyway, the captain ordered them off the ship at Mazatlan, "to find their own way home". Bottom line as you said, "the captain makes the rules at sea."

My next door neighbor was on that very same cruise...

..She came home very disheartened, even though she didn't get sick.

It was a 2 week cruise, and she said exacely what you posted....folks were quarantined to their room....or lined up in front of the doctor's office...or missing from the dinner tables...(at least 4 or 5 from her table alone)...

..She said the cruise personnel worked overtime to keep things wiped down and clean, but the passengers were forbidden to help themselves to any food....it had to be served to them, even finger food.

Not a relaxing trip for her at all!!

This was a Celebrity Cruise Line.

They do not have the right to order passengers to remain in their rooms.
