How about we just end the billion and one government programs currently driving down comsumer's available cash and artificially raising health care costs? Would that be too fricken much to ask?
That, instead of putting some other redistributionist scheme in place for others to abuse.

artificially raising health care costs?

There is the key, if the government had stayed out of it health care would be much less expensive than it is today. How much less? I don't know but it only stands to reason that it should be much lower in terms of percentage of income than it was fifty years ago. Instead it is much higher.
