That part of the immigration system is just as broken as the rest. The INS was understaffed, technologically backward and way out of date Well maybe the INS, now called ICE, is understaffed because they are scurrying around trying to catch illegals who are encouraged by our media, our politicians and their own preidente to act as criminals and cross the border illegaly. The system isn't necessarily broken, it's just overwhelmed since the laws aren't enforced anyway.

This is the old ploy of more with less.Legislators pass law to pacify their constituents knowing full well that even with full funding expectations cannot be fully met.Then later when money becomes tight it's the more with less philosophy which normally makes departments dysfunctional.
But the Politicians never admit they are wrong so you don't get the full story and you end up with non functioning token departments.
Like my ol dad used to say. "If you can't afford to do it correctly what is the sense in doing it"?
