No it wasn't. The House actually tried to do something. It might not get passed but they weren't half-hearted or face-saving.
I'm not talking about the House. I know what the House passed. I'm talking about the whole of Congress, and it appears as though there is a conflict between the two, and when that occurs, they have to meet jointly to resolve disagreements, which results in a watered down, half-hearted, face-saving bill.
Don't talk to me about grasping the larger issue, or bigger straw. I know how these things work.
