Not passing any bill is the same as amnesty as far as I'm concerned. We need a good bill to pass or we vote the culprits out of office.

I think you are smarter than that sentence would suggest. No bill is NOT amnesty, and you know it. Those of you who disagree don't do yourselves any favors going off like that. Don't you want to be taken seriously?

Do you want to be taken seriosly at all? You say that I am wrong but you provide no evidence as to why. And dont tell me you "know it?", because the point of the matter is you need a dictionary. So I will provide you with a definition of two words to help you understand them. I am interested in reasoning and logic as much as possible, but you have as yet provided neither. I will be willing to listen to you when you do, but until you do, I will not take you seriously. Here are the definitions.

Amnesty: the act of an authority (as a government) by which pardon is granted to a large group of individuals.

pardon: the excusing of an offense without exacting a penalty or a release from the legal penalties of an offense

By doing nothing, the Congress maintains the status quo which in effect means no enforcement of existing laws and hence no penalties. Not enforcing the penalty of a law means that it is in effect granting amnesty because it relinquishes a punishment. If you don't enforce the laws that is the same as granting a de facto amnesty.
