Mexico does the same thing. In Punta Mita, sbout 40 miles north of Puerto Vallarta, "animal control" comes out about twice a year. They dump poison meat on the edge of town and the packs of stray dogs head for their last meal.
A few days late, a crew comes with a bulldozer and they bury the dead dogs.
Sounds like a plan.
