Case in point is that national government is an institution which is divinely established. From the Tower of Babel, God created different languages and different groupings of peoples. Within Israel there were 12 tribes. That institution is for believers and unbelievers alike.

IMHO, I would rejoice in my heart if Hillary would have the wherewithal to turn to God through faith in Christ in even the least of things, however, I also recognize her soul is so deeply scarred in so many antiChristian thoughts, that she is far from an example of a God fearing believing legitimate authority.
I've noticed many a person who have fallen away from God or have never placed faith in Him, refer to works that are good in their own eyes as a standard for their perception of righteousness. Many who are so scarred relate to the Good Samaritan as a do-gooder, rather than as one who first places his faith in God through Christ. Consequently, they frequently chase after things that are divinely good for nothing, rather than accepting even the least of His grace.
