One really has to wonder what the Vatican is doing when they elevate Archbishop Levada to Cardinal. The prelate, first in Oregon from 86-95 and then in San Francisco from 95-05 has shown few leadership qualities. In fact, his timidity is remarkable.

Placing him under the direction and guidance of the pope who will re-educate him. Levada will have to run things by Benedict XVI. His "change in attitude" with regard to gay adoptions is a reflection of that learning experience.

And they have moved him further from the leity, and closer to his bosses......Just like they did to MCCarrick.
