6 § 100.94 Uncompensated Internet activity by individuals that is not a contribution.
7 (a) When an individual or a group of individuals, acting independently or in coordination
8 with any candidate, authorized committee, or political party committee, engages in
9 Internet activities for the purpose of influencing a Federal election, neither of the
10 following is a contribution by that individual or group of individuals:
11 (1) the individual's uncompensated personal services related to such Internet
12 activities;
13 (2) the individual's use of equipment or services for uncompensated Internet
14 activities, regardless of who owns the equipment and services.
15 (b) Internet activities. For the purposes of this section, the term Internet activities
16 includes, but is not limited to: sending or forwarding electronic messages; providing a
17 hyperlink or other direct access to another person's website; blogging; creating
18 maintaining or hosting a website; paying a nominal fee for the use of another person's
19 website; and other forms of communication distributed over the Internet.
20 (c) Equipment and services. "Equipment and services" within the meaning of this
21 section shall include, but are not limited to: computers, software, Internet domain names,
22 Internet Service Provider (ISP), and any other technology that is used to provide access to
23 or use of the Internet.
But how will this effect groups like the Swift Boat guys?

not trying to be picky, but the devil is in the details and the legalesse of all this.
I think all of the material I converted to text and posted relates to "what constitutes unregulated individual action?" not to regulated PAC or candidate action. I'd have to read more of the rules to learn the rules about regulated action.
Actually, this seems to specifically target only the advertisers, while exempting the content.
This is a parallel development to what McCain has been up to. The FEC rules are separate from what Congress is considering.
Only 99% sure of this, but I don't think this ends it by any means.
So maybe Kos would take an ad revenue hit.
Free speech is still being trampled in multiple ways by McCain-Feingold and FEC rules-making.
These people have excised the First Amendment from their copies of the Constitution.
I understand - but see post 28 - who is the target, the person/group placing the ad, or the site taking and running it?
Yes .. but the money they get for the ads pay part of their expenses
If they can't run the ads .. won't they take a hit??

Perhaps not the worst, but the thought that the federal government could stop this kind of political speech is unbelievable. The First Amendment is no more.
McCain pleased the old media with this move to take out their competition of influence - the Internet. However, he cooked his goose with the public for even thinking about this.
He caculated the old media would give him good press if he went after Republicans and the media's competition in political influence in political campaigns. However, he did not realize that the old media does not ever support a Republican running against their own party. The love affair will end with the old media if he ever wins a Republican primary. And he totally cooked his goose with the Internet majority. Why do they call McRage, McLame?

A revenue hit, yes. They would need substitute advertisers or other revenue, it seems to me.
I have not reviewed MF in depth, though.
Jim is wise way beyond his years. How many time do we hear, advertise on FR, generate more money via ads, etc. Especially during the freepathons. BTW, good work you do on that.
