This reminds me of those devices the KGB provinded Hussein in early 2003 that were designed to throw cruise missiles off course. Most of them were destroyed- by cruise missiles.
I agree with the theory that the military knew exactly who the leakers were and used them to confuse the enemy. Moscow should be thankful we didn't "accidently" bomb their embassy like we did to China's embassy in Belgrade when they wouldn't stop feeding the Serbs intelligence.
