The problem is finding a line of equipment that is versatile enough to function in light wars and heavy wars and IED wars. Just as soon as you sink billions into IED proof vehicles someone's gonna start a war that requires light, fast, and durable.
Foolproof, fast IED detection would be a neat direction to go. That would take the IED strategy entirely away from them.
