Same here in the peoples republic of md. Even though the law says "shall issue" it's up to the State Police to decide if you really need a carry permit.
Many years ago I lived in Pennsylvania and one day found myself in a gun store in the great state of Maryland. I inquired as to whether the state had laws whereby one could get a permit to carry a concealed weapon. The clerk laughed and said, "Yeah, there is a law for such permits. But just try and get one!"
